The NCDOT is seeking a Technical Specialist analyst/designer/developer for a 12-month engagement for the Engineering Application Services Department (EAS) to enhance and maintain a mission-critical application for the department called HiCAMS.

The North Carolina Department of Transportation (NCDOT) is seeking a Technical Specialist contractor analyst/designer/developer (>10 years experience) for a 12-month engagement for the Engineering Application Services Department (EAS) to enhance and maintain a mission-critical application for the department called HiCAMS.
HiCAMS is a custom, client-server, PowerBuilder application used to track work, materials and payments on North Carolina Division of Highways Construction projects. We also have many Java, C+ and asp.net/C# interfaces with various internal and external systems that need to be maintained and enhanced. Additionally, there is a list of new interfaces and web applications tied to HiCAMS that our clients want to have developed in the future.
The initial assignments will be to work on a team to analyze/design/code/test/implement/support data windows to replace approximately 200 sample test result spreadsheet formats that were coded using an outdated 3rd party software tool. Additional work will involve analyzing/designing/coding/testing bug fixes and other functional enhancements to the system and its interfaces.
This individual should have practical experience with all phases of the standard software development life cycle, including requirements gathering, analysis, design, development, unit & system testing, quality assurance testing as well as experience with business process transformation. Experience designing and interfacing with SharePoint and web-based solutions are also valuable skills we’re seeking.
Required Skills: (10+ years)
•Experience as a PowerBuilder developer using PB10 or more recent versions.
•Strong SQL skills (HiCAMS uses a Sybase database but SQL skills in any database platform are acceptable)
•Strong Microsoft Suite experience, particularly Excel
•Experience working in a remote software development environment
•Strong analytical, conceptual, and technical skills
•Positive interpersonal skills coupled with an independent, self-motivated work ethic
•Ability to work with a custom base-class
•Proven written and verbal communication skills, including the ability to explain business processes to IT users and IT applications to business users
